Found that if fresh water was filled to the brim there was a small leak in the inlet side of the pump.
The problem… slight mismatch of plastic pipe and brass fitting size.
Fixed by adding some RV putty and using a clamp that was slightly wider and instead of regular hose clamp I used a fuel line type clamp.
